EEIA JOINS BRUSSELS STAKEHOLDER DIALOGUE ON THE 28TH REGIME AND WHAT IT MEANS FOR SMES


The European Exhibition Industry Alliance attended the event "The 28th Regime: What's in it for SMEs?", organised by Accountancy Europe and hosted by MEP Axel Voss in Brussels at the European Parliament on the 13th of April 2026.

The event brought together policymakers and business associations for an exchange on the practical implications of the 28th Regime, now called EU Inc., framework: the European Commission's proposal for a single, optional EU-wide company law structure aimed at reducing regulatory fragmentation across the Single Market. Among the speakers, Kevin Barret, Cabinet Expert for Commissioner Michael McGrath, J. Scott Marcus, Associate Senior Research Fellow, Centre for European Policy Studies (CEPS) and Paul Gisby, Senior Direcctor, Accountancy Europe.

On 18th March 2026, the European Commission published its proposal for a regulation establishing the legal form of EU Inc., which would allow any company registered as a limited liability company in a Member State to opt for EU Inc. status, benefiting from simplified and fast registration procedures valid throughout the EU. The proposal includes fully-digital registration and procedures, and connection with other initiatives such as the EU Business Wallet and EU IP protection, and labour mobility, and aims at being a tool agnostic of company’s size, sector or stage of growth.

The proposal has now entered the next legislative stage, with negotiations set to begin between the European Parliament and the Council of the EU.

The discussion focused on key areas such as administrative burden reduction, access to finance, legal framework, and cross-border growth opportunities for companies of all size across Europe.
